[Picolibc] Potential issue with meson 0.53

The version 0.53 of meson fails to configure the project for ARM. My assumption is that this is a meson problem since 0.52.1 worked ok.

I've filed a bug report https://github.com/mesonbuild/meson/issues/6473

It would be great if someone with more knowledge of the build system could confirm that this is indeed a meson problem and maybe come up with a more concise way to trigger the bug.
