  Remove SNEK_OTHEROS variable

This used to prevent building the packages from the default 'all'
target. Now that those aren't ever built from the default target,
there's no need to have this variable.

  Make 'black' a separate target

Black is currently broken in debian unstable, so we'll remove it from
the 'check' target so that packages can be built.
