[Fontconfig] Problem with make install under mingw

I tried to install fontconfig, and got through the './configure' and 'make' 
stages, but ran into a problem midway through 'make install,' when make 
tried to copy a file from the .libs directory that didn't exist.  What's the 
problem?  Does fontconfig compile under mingw?
