[Fontconfig] Installed 2.1.94 - dependencies, fails to read win\fonts and local.conf

Oops.  I've only tested in my environment, can you figure out why this 
happened?  It should test to see if the file already exists before 
installing a new version.

It's supposed to be an example so that people can see how the file is 
structured; the included match/edit rule shouldn't be enabled by default.

Ah.  Misleading comment -- 'skipping' really means that it believes the 
fonts.cache-1 file already contains the correct information about all of 
those fonts.

FreeType has a bug that causes this crash when looking at .fon fonts.  I've
put a work-around in fontconfig to avoid it.
