[Fontconfig] docbook2html usage in Makefile.am

Hi, 

I just tried to install fontconfig-2.1.94. The file doc/Makefile.am
contains the following rule:

fontconfig-user.html: fontconfig-user.sgml version.sgml
	$(DOC2HTML) -u fontconfig-user.sgml

On my system docbook2html writes this to standard out, so the .html is
not generated. Is this is an error in the Makefile, or do other versions
of docbook2html create the file fontconfig-user.html?
