[Picolibc] [PATCH v2] Change #!/bin/bash shebangs to #!/bin/sh

I've taken this patch, added some other cleanups inspired by
'shellcheck' and removed some of the scripts which aren't used any
longer. I pushed result to the 'shell-lint' branch where it is being
tested at github.

The run-* scripts are used during the test builds.
